Kouga Local Municipality’s latest St Francis road maintenance programme is underway, with stormwater work scheduled to continue through to Friday, 14 August 2026.
The programme, which started on Tuesday, 11 August, covers several roads in the greater St Francis area. Municipal teams are focusing on stormwater maintenance as part of ongoing work to maintain local roads and infrastructure.
St Francis Maintenance Programme
The roads included in this week’s programme are:
- Tom Brown Boulevard – stormwater maintenance
- Cayenne Drive – stormwater maintenance
- Pepper Street – stormwater maintenance
- Cinnamon Crescent – stormwater maintenance
- Oyster Row – stormwater maintenance
Work is scheduled to continue until Friday. However, the programme may change according to weather conditions, operational requirements and progress on individual sections.
Residents Encouraged to Report Potholes
Kouga Local Municipality has also encouraged St Francis residents to continue reporting potholes and other road problems.
Reports from the public help municipal teams identify damaged sections and add problem areas to future maintenance programmes.
Residents can report potholes to the Kouga Municipal Call Centre via WhatsApp on 081 760 9183.
Alternatively, residents can contact the municipality by telephone on 042 200 2200.
Stormwater maintenance remains an important part of road upkeep. Effective drainage helps move water away from road surfaces and can reduce damage caused by standing or flowing water.
Motorists travelling through areas where municipal teams are working should remain alert, reduce speed and allow workers sufficient space to carry out the maintenance safely.

Kouga Local Municipality has warned residents to be vigilant following the circulation of a message offering large quantities of cheap prepaid electricity for sale.
The municipality says the fake electricity offers advertise units at unusually low prices. Residents should not respond to the messages or provide any personal or prepaid electricity information.
Cheap Electricity Deals Are a Scam
The circulating message advertises several supposed electricity deals. These include 2,500 units for R500, 7,500 units for R1,000 and 15,500 units for R2,500.
In addition, the message claims that the electricity can be loaded onto various Eskom and municipal prepaid meters.
However, Kouga Local Municipality has warned residents not to make payments to the number provided.
Residents should also never provide their meter number, personal information, banking details or prepaid electricity information to people promoting these offers.
Use Official Electricity Channels
Kouga Local Municipality does not sell prepaid electricity through unofficial WhatsApp numbers or third parties advertising heavily discounted electricity units.
Therefore, residents should purchase prepaid electricity only through authorised and official channels.
Offers advertising unusually large amounts of electricity at very low prices should immediately raise concerns. Residents should verify any suspicious electricity offer before making a payment or sharing information.
Warn Others About Fake Electricity Offers
Residents who receive the message should not forward it as a genuine offer.
Instead, they are encouraged to report the message to the relevant authorities. Residents can also help by warning family members, friends and neighbours about the scam.
This is particularly important for people who may not be familiar with online scams or unofficial electricity sales.
Kouga Local Municipality has urged the public to remain cautious and to use only recognised channels when purchasing prepaid electricity.

The St Francis crime snapshot for July brought some encouraging news for St Francis, with reported security incidents dropping from 19 in June to 15 in July. Calibre Security also recorded five arrests, while several stolen items were successfully recovered.
No Incidents Reported in Rebelsrus and Kromme Road Areas
There were no reported incidents during July in:
- Rebelsrus
- Kromme / Oyster Bay Road areas
Calibre Security thanked residents for their continued support, vigilance and cooperation.
Village Area Records Seven Incidents
Seven incidents were reported in the Village area during July.
Five were theft-related and involved items including a bicycle, copper pipes, cables and a gate-motor battery.
There were also two attempted housebreakings. Cables were stolen during one incident, while nothing was taken during the second.
One Incident Reported in the Canals
Paddles were stolen from a boat in the Canals area. However, the paddles were recovered and the suspects were apprehended.
Two Incidents in the Industrial Area
Two incidents were reported in the Industrial area.
The first involved an attempted theft. Response officers recovered stolen speakers after the suspects fled.
In a separate incident, thieves cut an electric fence before stealing steel pipes and an air cooler.
Two Incidents Reported in Santareme
A stolen pool pump was recovered in Santareme, and the suspect was apprehended.
In another incident, a suspect attempted to steal solar lights. Calibre response officers subsequently located the suspect.
Cape St Francis Housebreaking
One housebreaking was reported in Cape St Francis. Entry was gained through a bathroom window, although no items were stolen.
Two Housebreakings in Oyster Bay
Oyster Bay recorded two housebreakings during July. A television and vacuum cleaner were stolen during one of the incidents.
Five Arrests and Several Recoveries
Calibre recorded five arrests during July.
Recovered property included:
- Copper
- A bicycle
- Paddles
- A pool pump
Overall, reported incidents decreased from 19 in June to 15 in July. In addition, response teams apprehended several suspects and recovered stolen property.
Residents should remain vigilant, secure all access points and report suspicious activity immediately.
Property Security Continues to Improve
Calibre recorded another improvement in property security during July. The number of unsecured properties decreased from nine in June to eight in July.
Residents are encouraged to continue making home and property security a priority.
False Alarms Decrease
False alarms caused by service providers also decreased, falling from 14 in June to 12 in July.
Property owners should ensure that all service providers notify the Calibre office before accessing a property.
In addition, alarm systems should be serviced regularly. An unserviced alarm can fail when it matters most, so residents are encouraged to book a system check.
Calibre Patrols Almost 30,000 km
Calibre Security patrol vehicles covered 29,486 km during July. Together with continued collaboration with SAPS and its dedicated response team, Calibre remains ready when it matters most.
