Kouga – Kouga Local Municipality’s R200 million Road Rehabilitation and Reseal Project is entering its third phase, extending the municipality’s investment in safer, more resilient and better-maintained road infrastructure to Humansdorp and communities across the Gamtoos Valley.

Phase 3 was officially launched today, 8 October 2026, in Nico Malan Street, Humansdorp, marking the next step in the municipality’s drive to improve road infrastructure across the region.

Launched in November 2025, the multi-year programme is being rolled out in phases across Kouga. To date, approximately 28 km of roads have received asphalt overlays, covering about 193 000 m², while a further 33 km have been resealed, covering approximately 215 000 m².

Kouga Executive Mayor, Hattingh Bornman, said the project represents a significant investment in the municipality’s road network.

“Our road network is critical to the daily lives of our residents, businesses, visitors and the local economy. This R200 million investment allows us to address roads systematically, prioritising those in need of rehabilitation and extending the lifespan of our existing infrastructure.”

Phase 1: Jeffreys Bay and Paradise Beach

The first phase focused on the rehabilitation and resealing of roads in Jeffreys Bay, Aston Bay and Paradise Beach, covering Wards 2, 3, 8, 11, 12 and 14.

The project, undertaken by Scribante Construction with Engineering Advice and Services (EAS) as the appointed consultant, has an approximate road treatment scope of 67.9 km and a contract value of R59.7 million.

The project commenced on 29 September 2025. An extension of time has subsequently been granted in accordance with the GCC 2015, with the envisaged completion date now January 2027.

Phase 2: St Francis Bay and Oyster Bay

The second phase extends the road investment to St Francis Bay, Cape St Francis and Oyster Bay, covering Wards 1 and 12.

The project has an approximate scope of 29.74 km and an estimated contract value of R26.56 million. Makali Plant and Construction has been appointed as the contractor, with EAS providing consulting engineering services.

Works are being implemented according to the contractor’s programme, with progress subject to factors including weather conditions and site conditions.

Phase 3: Humansdorp and Gamtoos Valley

Phase 3 takes the project into Humansdorp, Hankey, Loerie, Patensie and Thornhill, covering Wards 4, 5, 6, 7, 9, 10, 13 and 15.

The phase has an estimated value of R25.99 million, with approximately 28.38 km of roads identified for rehabilitation and resealing.

The works will further expand the reach of the municipality’s road infrastructure investment, ensuring that communities beyond the coastal areas also benefit from the programme.

Bornman said the phased approach enables the municipality to address road infrastructure across the entire municipal area.

“This is not a project limited to one town or one community. Phase by phase, we are extending the investment to different parts of Kouga, including our inland communities. The aim is to ensure that our available resources are directed towards roads where rehabilitation and resealing are most urgently required.”

Further phases planned

The road programme will continue beyond Phase 3, with Phase 4 planned following the necessary procurement and contractual processes.

The proposed next phase includes rehabilitation, asphalt overlay and resealing works on identified sections of roads, including portions of St Francis Street, Da Gama Road and other priority roads in Paradise Beach and Jeffreys Bay.

The municipality will continue prioritising roads according to their condition, available funding and the urgency of infrastructure needs.

“Maintaining and upgrading our roads is an ongoing responsibility. The R200 million programme gives Kouga an important platform to make meaningful progress, but we will continue assessing the condition of our road network and prioritising the areas requiring the greatest attention,” said Bornman.
