Changes to Kouga Mayoral Committee
Following the passing away of former Mayor Elza van Lingen new Executive Mayor Horatio Hendricks made minor changes to the Mayoral Committee with Hattingh Bornman taking over from Hendricks as Speaker. Taking over from Bornman to head up Corporate Services.will be Tourism and Special Programmes Portfolio Councillor Frances Baxter with Bryan Dhludhlu taking over the reins of Tourism.
Kouga’s new Mayor is a seasoned public servant, having worked as a teacher for 22 years, including 12 years as the principal of Andrieskraal Primary.
Before the 2016 elections, he served as a councillor at the Sarah Baartman District Municipality (SBDM), where he was also elected as the chairperson of the Municipal Public Accounts Committee (MPAC). MPAC is responsible for oversight so as to ensure municipal resources are used effectively and according to law towards advancing the mandate of the municipality. During this time, SBDM achieved successive clean audit opinions from the Office of the Auditor General.
The new Mayor said he was humbled by Council’s confidence in him to continue the good work Van Lingen had started.
“Hers are big shoes to fill, but I have a competent team supporting me. We have made great strides in turning around the municipality these past 19 months and to honour her legacy, we must not relent in our efforts to make this a model local municipality from which good practices can be learned,” he said.
Other Mayoral Committee members include Freddy Campher – Infrastructure and Engineering; Bryan Dhludhlu – Planning, Economic Development and Tourism; Brenton Williams – Finance and Daniel Benson – Community Services
I congratulate you Mr Hendricks.
I would like to make a few comments. Sea Vista is in very very urgent need of housing. In fact I object to money being spent on St Francis while a large number of people living in Sea Vista are living in abject poverty.
My take is that, whoever owns the ground in Tarragona Avenue opposite the industrial area should sell or give it to the municipality as this is the only place to build housing.
My suggestion is that closer to the existing housing more RDP houses should be built, closer to St Francis Drive one could have blocks of flats and erf for those who can afford it to build for themselves.
As Long as the sub-structure is put in there are various ways of building and various materials that can be used.
As a councillor in Port Elizabeth, I was involved in a housing development in Walmer Township in Port Elizabeth. How it should be done and the pit falls if not done properly.
