Kouga – With compassion at its core and community upliftment as its mission, Kouga Local Municipality’s Special Programmes Unit (SPU), operating under the Office of the Executive Mayor, continues to shine as a driving force of positive change.
Through a series of impactful campaigns and forward-thinking support programmes, the SPU is making a real, measurable difference in the lives of Kouga’s most vulnerable residents – from the youth and elderly to people living with disabilities, women, and marginalised groups.
By tailoring initiatives to meet the unique needs of each community, the SPU is not only providing support where it is needed most, but also fostering a sense of dignity, hope, and opportunity.
Food Security
A standout example of the SPU’s dedication to community upliftment is its highly successful food assistance initiative, which continues to deliver meaningful impact at grassroots level.
Through this programme, more than 25 000 kilograms of Grade-A vegetables have been distributed to local non-profit and non-governmental organisations. This remarkable effort has brought much-needed relief to thousands of residents, ensuring access to nutritious meals and significantly reducing food insecurity across the municipality.
The vegetables – generously donated by Wildeklawer Farm – include potatoes, onions, carrots, and beetroot. These fresh supplies are distributed to over 120 community organisations across Kouga’s nine towns, sustaining a network of soup kitchens, shelters, and childcare centres.
For many beneficiaries, this programme has been nothing short of transformative. A powerful example is the Ikhaya Labakhaya Soup Kitchen, which had to shut its doors in December 2023 due to a shortage of donations. Thanks to the vegetable support provided by the SPU, the soup kitchen was able to reopen and resume its vital role in serving warm, nutritious meals to the community.
Developmental Initiatives
Beyond food relief, the SPU is actively driving a range of developmental initiatives aimed at empowering Kouga’s youth and broader community. One such initiative is the Kouga Municipality Career Exhibition, held from 10 to 11 April 2025. The event drew over 1 600 attendees, including Grade 11 and 12 learners from 11 high schools, and featured 40 participating organisations – from tertiary institutions and government departments to youth development agencies.
Owing to its overwhelming success, the exhibition is expected to become a permanent fixture on Kouga’s annual calendar.
Sustainable Impact
As part of its ongoing efforts to strengthen community support, the SPU is shifting its focus to address a broader spectrum of socio-economic challenges within the municipality.
A key step in this process is the development of the Unit’s first-ever Special Programmes Unit Policy – a strategic framework designed to guide and structure its initiatives for long-term, sustainable impact.
Future Plans
Looking ahead, the SPU is gearing up to roll out a series of new initiatives aimed at deepening its impact across Kouga.
Upcoming plans include a Big Walk for Cancer, the launch of the Mayoral Young Leaders Programme, and collaborative efforts with the Local Economic Development Department to connect unemployed residents with meaningful opportunities.
In addition, the Unit will continue to champion community-building and awareness by commemorating key national observances such as Youth Day, Mandela Day, Women’s Day, Heritage Day, and the 16 Days of Activism Against Gender-Based Violence.
