Resealing and Rehabilitation of Roads – R200 Million Resealing Project
Kouga’s Biggest Road Investment to Date
Kouga Local Municipality’s landmark R200 million road reseal project to upgrade and maintain the region’s tarred road network is set to officially roll out in September 2025. This initiative marks the largest investment in road maintenance ever undertaken by the municipality and will see improvements to roads in all towns across Kouga over the coming years. The project is expected to boost safety, reduce vehicle wear and tear, and enhance connectivity between communities. Local contractors and labour will be used wherever possible, ensuring the economic benefits are felt by residents throughout the region.

Scope of the Project and Progress So Far
A total of 126.04km of tarred roads – nearly half of Kouga’s entire 295.5km tarred road network – will be upgraded in four phases. Where necessary, stormwater infrastructure will also be upgraded to ensure long-term durability. This integrated approach is designed to reduce the frequency of costly emergency repairs and extend the lifespan of municipal roads. The reseal programme will prioritise high-traffic routes and community access roads, with engineering assessments guiding the work schedule. To date, 64.26km of roads have already been resealed with municipal funds since 2020, with a further 49.67km identified for future upgrades.
